Your dog does not care whether the rental has a gourmet kitchen. A walk with new smells, a patch of shade, and everyone in the same place will do nicely.

Bringing a dog to Topsail Island takes a little planning, mostly because the island has three towns with different beach rules. Get those straight, pick a few places where your dog can join you, and you can spend less of your vacation figuring out where everybody is allowed to go.

Are dogs allowed on Topsail Island beaches?

Yes. Dogs are welcome on the beaches in North Topsail Beach, Surf City, and Topsail Beach, subject to each town’s rules. A leash is the simplest choice wherever you go. Use our public beach access finder to choose an access, then match its town to the rules below.

Dog beach rules at a glance
Where you’re going What to know
North Topsail Beach Dogs must be leashed and under the owner’s control year-round. The town lists a maximum leash length of 25 feet.
Surf City Dogs must be physically leashed year-round, with a leash no longer than 20 feet. Voice commands do not replace a leash.
Topsail Beach A leash no longer than 20 feet is required off your own property May 15–September 30. In the marked CBRS L07 area, that season starts April 1. Outside those dates, the code recognizes voice control only when the dog is demonstrably obedient to commands without exception—not free to roam.
Topsail Nature Preserve / South End Keep your dog leashed year-round. The preserve’s rules are separate from the town’s seasonal dates.

Wondering what “CBRS L07” means? It’s the Coastal Barrier Resources System’s Lea Island Complex, which includes part of Topsail Beach’s southern end near New Topsail Inlet. Follow the town’s posted signs for the leash-rule area; the U.S. Fish & Wildlife Service map shows the wider unit. If you’re walking in Topsail Nature Preserve, keep the leash on in every season.

Carry bags and pick up after your dog. Surf City provides complimentary waste bags at beach accesses, but pack your own in case a dispenser is empty. North Topsail Beach lists a $100 fine for leash-law violations or failing to pick up dog waste. At the South End, stay out of posted habitat and keep dogs away from wildlife and dunes.

Three places to start your beach walk

Pick an access near your rental rather than spending the morning in the car. These are starting points for an out-and-back walk along the beach—not marked hiking trails. Go in the cooler part of the day, carry water, and plan your own shade rather than counting on finding it on the sand.

Surf City: New Bern Avenue, Access 15

Start at 400 North Shore Drive. This is a useful choice when you want a straightforward beach walk with facilities nearby: the town lists restrooms and showers at New Bern Avenue. Walk north along the oceanfront and turn back whenever your dog has had enough. Surf City’s beach-access parking is paid; use the posted payment instructions, not a nearby business’s lot.

North Topsail Beach: Onslow County Beach Access 4

At 484 New River Inlet Road, the county access has restrooms, an observation deck, and a 150-space parking lot. It makes a practical starting point for a beach walk before heading back toward Sneads Ferry. County beach-access parking is free—unlike North Topsail’s town-controlled lots. The county lists this facility’s hours as 8 a.m.–8 p.m., so choose another legal access for a sunrise outing.

Topsail Beach: South End / Topsail Nature Preserve

For a walk focused on the shoreline and wildlife rather than a stop near shops, head to the end of Shore Line Drive. NC DEQ lists parking and restrooms at the preserve entrance. Follow the public beach route, leave posted nesting areas alone, and keep your dog leashed in every season. Make this a beach walk, not a swim in the inlet.

The South End lot charges $7 an hour or $35 a day, March 1–October 31, with paid parking from 6 a.m.–9 p.m. The lot closes from 10 p.m.–6 a.m. Arrive early on summer weekends, when parking fills up.

Where to eat or grab a drink with your dog

These six businesses welcome dogs, with different rules about where they can sit. Some are on the island; others are across the bridge on the mainland. Check the address and current hours before heading over, especially if your plan depends on an outdoor table.

Beach Shop and Grill · Topsail Beach

For a sit-down meal at the southern end, try the shrimp and grits at Beach Shop and Grill. Dogs are welcome on the outdoor patio, which serves the full menu. Patio seating is first come, first served and weather-dependent.

701 South Anderson Boulevard, Topsail Beach · Directions

White Crab Coffee & Books · Topsail Beach

Coffee, homemade baked goods, and a book for the porch make this an easy stop after your walk. White Crab welcomes dogs on its outdoor patio; pets stay outside, so take turns browsing the books if you’re visiting together.

708 South Anderson Boulevard, Topsail Beach · Directions

The Patio at the Surf · Mainland Surf City area

For breakfast, brunch, or lunch, The Patio at the Surf welcomes friendly, leashed dogs on its outdoor patio. The menu includes egg drop sandwiches and waffles—handy when the beach walk ends with everyone wanting breakfast. It’s on the mainland, so work it into the drive to or from the island.

104 Charlie Medlin Drive, Unit G, Surf City area · Directions

Surf City Line · Surf City

Surf City Line is a meal stop at the northern end of Surf City, so you can eat without crossing to the mainland. Surf City Line’s pet policy allows leashed, well-behaved dogs on its outdoor patios.

2112 North New River Drive, Surf City · Directions

Salty Turtle Beer Co. · Mainland Surf City

Salty Turtle’s Surf City taproom welcomes leashed, well-behaved dogs inside the taproom and in the beer garden. It does not run a kitchen; bring takeout or check the food-truck schedule before arriving hungry. Our Salty Turtle guide has more about the stop. Families with children should note its family-friendly hours end at 8 p.m.

103 Triton Lane, Surf City · Directions

Topsail Island Brewing · Sneads Ferry

Behind Rick’s in Sneads Ferry, Topsail Island Brewing is another pet-friendly stop. It’s about a mile from the North Topsail high-rise bridge, making it an easy stop after a walk on that end of the island. Bring your dog on a leash; the brewery’s pet policy does not establish Rick’s restaurant policy.

Keep the beach day comfortable

Start with a morning or late-day walk when it’s cooler. Bring drinking water and offer it often; the ocean is not a water bowl. Give your dog shade and breaks, watch for hot sand, and don’t let them swallow sand or seawater. Let a cautious dog watch the waves from shore rather than coaxing them into the surf. For more beach-day advice, see the American Kennel Club’s guide.

An old towel earns its place in the car. So does your dog’s familiar bed. A beach outing followed by lunch is plenty of excitement for some dogs; there’s no need to keep them out for the whole afternoon.

Find a stay that works for your dog

Start with Treasure’s dog-friendly vacation rentals, then check the individual home’s rules before booking. Pet fees, permitted numbers, and other restrictions vary by property. Tell us about the dogs coming with you so we can help you choose a suitable home.

Look beyond the pet-friendly label: how many stairs will your dog need to climb, what’s the route to the beach, and can pets be left alone in the home? Ask about those details before booking, especially for an older dog or one who doesn’t enjoy being left behind.

For a closer look, try Under the Red Roof. Check your dates and each listing’s current pet policy.

Already booked a home that doesn’t allow pets?

Pawville is our recommendation when you want beach time with your dog but your rental doesn’t allow pets. Surf City Pawville and North Shore Pawville offer boarding. Arrange to take your dog out for beach time and return them for the night; coordinate pickup, return times, and admission requirements with the facility before your trip.

Call Surf City Pawville at 910-803-0707 or North Shore Pawville at 910-741-4020. Ask which vaccination records to send ahead and book the boarding stay before you travel.

Your dog still cannot enter a non-pet-friendly rental—even for a quick visit between outings. Boarding gives you time together at the beach without changing the home’s rules.

A few quick answers

Can I bring my dog to the beach in summer?

Yes. All three Topsail Island towns allow dogs on the beach in summer under their leash rules. Plan a shorter morning or late-day walk, bring water and waste bags, and check the sand before asking your dog to cross it. Leave the midday heat for a nap back at your pet-friendly rental—not an unattended car. Summer is not an off-leash exception in any of the three towns.

Can I use a retractable leash?

North Topsail Beach explicitly mentions retractable leashes in its rule and sets a 25-foot maximum. Surf City and Topsail Beach set a 20-foot maximum where a leash is required; that is not permission to let a longer retractable lead run all the way out. A fixed leash within the limit keeps things simple, and a shorter lead is easier around other dogs, people, and patio tables.

Do I need to pay to park for a dog walk?

It depends on the access, not whether you have a dog. Onslow County’s beach lots are free; town-managed lots have their own fees and schedules. Use the three starting points above and our beach access finder before driving over. Bring your own waste bags even where dispensers are provided.

How is Topsail different from Wrightsville Beach for dogs?

Wrightsville Beach prohibits pets on its beach strand April 1–September 30. Topsail’s three towns allow leashed beach outings during summer. That difference matters if walking the beach with your dog is part of the vacation you want.

Can my dog come inside a restaurant?

Don’t assume so. Most meal stops here welcome pets on outdoor patios. Salty Turtle specifically welcomes dogs inside its taproom as well as its beer garden.

Does a dog-friendly rental have a fenced yard?

Not necessarily. Check the home’s description or ask our team if a fence is important to you.

Leave some room for doing nothing

You don’t need a full itinerary. A beach walk, a coffee outside, and a dog asleep at your feet is a perfectly good vacation day.
